- This led to the formation of the Commonwealth of Independent States (CIS) and the end of the USSR.
Summary
The Coup in Russia during 1991 was called 'coup d'etat'. Boris Yeltsin became the leader of the country at this time and was truly effective. A 'lame duck leader' was the name given to Gorbachev. Boris Yeltsin decided to make the 'final step' which outlawed the Communist party in the Russian Republic. In the Ukraine, during December 1, 1991, there was an independence vote. An independence vote includes people voting in favour of their own independence. After this vote was over with, it had lead to the formation of the Commonwealth of Independent States.. the CIS. This was the ending of the USSR.
