Summary
Since both superpowers had massive amounts of nuclear weapons, if they began war against one another the entire world would be doomed. Brezhnev and Johnson had an indirect competition which included testing of larger weapons, this became a major issue in the 60's. So the creation of the Partial Test Ban Treaty resulted after the Cuban Missile Crisis and fear of M.A.D. and it became a major focus for Richard Nixon as part of his Detente policy.
